Position is for a full-time (37.5 hr/wk) Assistant Project Manager to work at EAH Corporate located in Tarzana, CA. Qualified candidates must have a Bachelor’s degree and some related work or field work experience in matters related to affordable housing development such as residential architecture, finance, planning, construction, etc. Valid California Driver’s license and access to reliable transportation required. POSITION OVERVIEW
Under the direction of the Director of Real Estate Development, the Assistant Project Manager’s primary responsibility is to support to the real estate development department (including Directors and Project Managers) as they work towards ensuring the development and/or rehabilitation of affordable housing communities throughout EAH target regions. As part of the real estate development team, the Assistant Project Manager plays an integral role to support the development team throughout every phase of the real estate development process including site acquisition, entitlements, financing, design ,construction, and lease up of new construction and rehabilitation projects. This position is characterized by initiative, responsibility, accountability and ability to work congenially with a wide variety of individuals, community based organization and governmental entities.
RESPONSIBILITIES
- General Project Management Assistance. Provides support to several Project Managers as needed in connection with various new construction and rehabilitation transactions, including processing, tracking and following up on documents and letters; coordination with internal staff; management of relevant consultants; management of construction and permanent loan closing due diligence; internal document review; coordination of architectural and engineer plans submittal to municipalities and consultants and obtaining clearances during the plan check process for building permits; management of departmental checklist authorization and administration; assists with other protocols, including predevelopment budgets, decision memos, board presentations, etc; maintain accurate and up-to-date files for projects.
- Funding Applications. Assembles applications to various funders, including California Tax Credit Allocation Committee (CTCAC), California Department of Housing and Community Development (HCD), HOME/CDBG, California Housing Finance Agency, HUD, etc. Maintains a working file of updated standard EAH documents and forms from other organizations used in applications.
- Draw Assistance. Assists with preparation, maintenance and submitting funding draws to various financial institutions throughout the various phases of development
- Community Outreach and Engagement. Conducts research and assessments of community assets and needs; identify key stakeholders; prepares presentation materials as needed for public meetings; meeting with Resident Managers; conducting research; and contacting various persons regarding information needs,
- Site Due Diligence. Assists Director of Business Development with basic due diligence work on potential sites deemed generally viable for development purposes. Due diligence review includes reviewing preliminary title reports, evaluating infrastructure review with local public works and building officials, estimating market values through comparable sales analysis prior to appraisal, obtain information on various acquisition projects by visiting and photographing sites and adjacent areas and assessing ability to obtain entitlements for contemplated projects in the context of local general plan and zoning designations.
- Financial Analysis. Creates and analyzes preliminary financial projections for potential transactions; Compiles comprehensive deal analysis packages and assesses risk associated with any acquisition for review by supervisor and Executive Team.
- Funding Research. Identifies, evaluates and monitors new and existing funding sources and remains up to date on the status of those sources of funding. Analyzes funding competition and scoring of competitive applicants in connection with various sources.
- Entitlement and Community Support. Ensures that local approvals and neighborhood acceptance of proposed housing development projects occur, including submitting land use applications, and attendance at hearings and neighborhood meetings. Assists Director of Business Development in obtaining public approvals.
- Proposal Creation and Support. Creates and manages proposals for land and funding opportunities.
- Plan Participation. Actively participates in EAH’s Injury and Illness Prevention Plan.
- Attendance. Regular and predictable attendance.
- Other. Other duties as assigned.
QUALIFICATIONS
Must have a Bachelor’s degree. Some related work or field work experience in matters related to affordable housing development such as residential architecture, finance, planning, construction, etc. Valid California Driver’s license and access to reliable transportation required.
DESIRABLE ADDITIONAL QUALIFICATIONS
- Experience working at a non-profit affordable housing corporation.
- Experience with California LIHTC transactions, along with familiarity of California Housing and Community Development (HCD) programs.
- Minimum of one successful LIHTC financial construction closing.
